Toshiba satellite u400 touchpad and keyboard won';t work.

Im having a problem with my laptop everytime I switch it on, when i log on windows my touchpad and keyboard stops working. My Toshiba Satellite Keyboard works normally on bios but when i log in windows the touchpad and keyboard freezes again.I changed os and I even tried changing the internal battery but the problem continued. For the laptop to work normally i need to force restart it and on the second time it works fine. Help anyone?
